HADC Resident Advisory Board:
Why I Serve?
HADC Resident Advisory Board
"I serve because it allows me as a tenant representative to communicate directly with HADC on tenants' thoughts in an unfiltered environment."  — Eddie Barnes, Jr.

"I serve in order to keep abreast of any new or updated changes regarding the HADC so that I may also inform others. Serving gives me a sense of pride that my input is helping others in the housing community.  — Willie Key

"I like serving on this Board not only to keep me updated on what, as seniors, we should know about our everyday lives, but it also helps me to be able to carry back valuable information to my View family, and that’s very important to me." — Velma Howard

"As a RAB member, I am an integral part of policy change and developments that directly affect affordable housing in my and others’ senior years."  — Willie Alfreida Capers

"I joined the Resident Advisory Board to make a difference in our community, and to obtain vital information that will reduce the risk of homelessness in DeKalb County."  — Felicia Middlebrooks

"I serve to help the community. I am a people person. It is better to give than receive."  — Dedra Blanchard

"I serve to keep the young and mature self-educated and navigated with knowing rights to stay self-sufficient and stable."  — Honidu Marico

"I serve to ensure fair standards apply to all residents, and to be a voice for those who are not able to advocate for themselves."  — Thomas Pope

The role of the Resident Advisory Board (RAB) is to make recommendations in the development of the PHA Plan and provide input regarding changes to the Plan. HADC’s RAB meets quarterly.

Break It Down:
Resident Assistance Demonstration (RAD)
The Rental Assistance Demonstration (RAD) was authorized by Congress under the Department of Housing and Urban Development (HUD) appropriations act. RAD seeks to preserve public housing by allowing PHAs and owners of other HUD-assisted properties to convert units from their original sources of HUD financing to project-based Section 8 contracts.
Resident Assistance Demonstration (RAD)
Five Things You Should Know About RAD:

  1. RAD allows PHAs to leverage public and private debt and equity for reinvestment in public housing stock. This is critical given the $25.6 billion backlog of needed public housing capital improvements.
  2. RAD units move to a Section 8 platform with a long-term contract that, by law, must be renewed. This ensures that units remain affordable to low-income households.
  3. Residents pay 30% of their income towards rent and maintain the same basic rights as those in the public housing program.
  4. RAD maintains public stewardship of the converted property through clear rules on ownership and use.
  5. RAD is cost-neutral and does not increase HUD's budget. The program shifts units from public housing to a project-based Section 8 program so that providers may leverage private capital markets for capital improvements.
