Project-Based

The Housing Authority of DeKalb County (HADC) has two types of Project-Based Voucher assistance, including Housing Choice Voucher (HCV) Project-Based Vouchers (PBV) and Rental Assistance Demonstration (RAD) Vouchers. The RAD Project-Based Vouchers are funded through public housing conversions.

HADC currently maintains PBV Housing Assistance Payment (HAP) Contracts with several different communities in DeKalb County.

HADC Project-Based Voucher (PBV) Waiting Lists opened in November 2021
for ONLINE pre-applications for available "Elderly" (62+), "Near-Elderlly" (55+) and "Family" community options. All PBV Waiting Lists will remain open until further notice.

In addition to the available PBV Waiting List “Community Options”, HADC’s Waiting Lists for Phoenix Station (Family) and Columbia Senior Residences at Forrest Hills (Elderly age 62+) opened on December 1, 2023. 

Eligible individuals must apply by completing an ONLINE pre-application during the open application period.

Key features of the program:

  • A Public Housing Agency (PHA) may enter into a HAP contract with an owner for an initial term of up to 15 years and an extension of the initial term of up to 15 years at the time of initial HAP contract execution or any time before the expiration of the contract. The Housing Authority must determine whether such an extension is appropriate to continue providing affordable housing for low-income families. Both the initial contract term and any contract extension are subject to the availability of appropriated funds.

  • Except for units designated for families that are elderly, disabled, and/or receiving supportive services, no more than 25 percent of units in a multifamily project may have Project-Based Voucher (PBV) assistance.
